Context & Strategic Importance of the Project

The Long Son Petrochemicals Enhancement Project (LSPE), developed by SCG Chemicals (SCGC) and Long Son Petrochemicals (LSP), is entering a strategic upgrade phase with a USD 500 million investment aimed at optimizing operations, strengthening competitiveness, and preparing for the next growth cycle of Vietnam’s petrochemical industry. As part of this enhancement, LSP is increasing its feedstock flexibility by importing Ethane from the United States for polymer production—an important breakthrough that significantly enhances cost efficiency and competitiveness. According to the project plan, the LSPE upgrade will enable LSP to:

• Reduce production costs by more than 30% compared to the current use of Naphtha.
• Minimize exposure to oil price volatility thanks to improved feedstock flexibility.
• Operate using three different feedstocks — Naphtha, Propane, and Ethane — allowing optimization based on market and energy price conditions.

Once completed, the complex is expected to utilize up to 70% Ethane in its feedstock mix—an important advantage that improves production efficiency, lowers operating costs, and strengthens competitiveness in a petrochemical market driven by rising global demand for plastic resins. Integrating this new feedstock requires comprehensive upgrades across multiple technical systems, particularly insulation for piping, tanks, and equipment, as well as Passive Fire Protection (PFP), ensuring the highest standards of safety, efficiency, and operational durability.

Significance of the Insulation & Passive Fire Protection Works

The implementation of insulation and protective cladding for piping systems, storage tanks, and equipment plays a critical role in ensuring:

• Operational safety under low-temperature conditions, as Ethane must be stored and handled at cryogenic temperatures.
• Minimized thermal loss, maintaining stability during transportation and storage — thereby optimizing efficiency and reducing operating costs..
• Enhanced safety levels through Passive Fire Protection (PFP), ensuring compliance with technical standards while safeguarding the environment and personnel across the facility.

Therefore, the procurement and execution of insulation and passive fire protection works are not merely “supporting tasks,” but key elements that determine the overall safety and success of the LSPE project.

Black Cat JSC has consistently demonstrated its capabilities in industrial insulation, particularly in the highly specialized field of cryogenic insulation:

• Served as the primary insulation contractor for the Long Sơn Petrochemical Complex (LSP) – Phase 1, where Black Cat executed large-scale insulation works with a workforce reaching up to thousands of employees at peak periods, supplying a wide range of insulation materials.
• Successfully completed the cryogenic insulation package at the Thi Vai  LNG Terminal — one of Vietnam’s most significant national energy projects — involving stringent technical requirements and operating temperatures as low as –160°C.
